The Davis Tax Committee has released the Second and final report on macro analysis of the tax system and inclusive growth in South Africa, the Small and medium enterprises: taxation considerations, second and final report and the Second interim report on estate duty. 

"The final macro analysis report aims to articulate a set of overarching principles of a good tax system to guide an assessment of the current South African tax system so as to identify Page 2 of 3 the needs/priorities for reforms and to make relevant recommendations for tax reforms. It serves as a useful precursor of other, more specialised reports of the DTC."

With the second SMME report "The DTC’s concern is to ensure that the existing tax system best promotes the kind of small and medium-size activity prefigured in the NDP and that where necessary, it is designed to ensure that the costs of compliance (discussed in Chapter 6) do not retard growth in this important sector."

The key question that The DTC tried to address in the second estate duty report was "what is an equitable combined effective estate duty package?”
