Methodological report on rebasing of national poverty lines and development on pilot provincial poverty lines: Technical report
Statistics South Africa has released the Report 03-10-11: Methodological report on rebasing of national poverty lines and development on pilot provincial poverty lines: technical report. "Poverty lines are important tools that allow for statistical reporting of poverty levels and patterns as well as planning for poverty reduction in any population. After extensive stakeholder consultations, expert engagements and several discussion documents on the appropriate approach for poverty measurement in South Africa, in 2008 Statistics South Africa (Stats SA) published pilot national poverty lines that were calculated from the 2000 Income and Expenditure Survey (IES 2000). Stats SA employed an internationally recognised approach— the cost-of-basic-needs approach— to produce three poverty lines (Statistics South Africa 2008). These are the food poverty line (FPL), the lower bound poverty line (LBPL) and the upper bound poverty line (UBPL)."
