South-South Framework for Scientific and Technical Cooperation in the South and Tropical Atlantic and the Southern Oceans
"The South-South Framework for Scientific and Technical Cooperation in the South and Tropical Atlantic and the Southern Oceans constitutes a bilaterally agreed plan for scientific cooperation in marine and oceanic research between South Africa and Brazil. The Framework outlines the importance of collaborative scientific exploration of these Southern oceans to the science of global environmental and climate change, to understanding and enhancing the oceans’ relationship to national and regional socio-economic development, to technological development and innovation, and to the formulation of policy for the region and the role of science diplomacy."
"Workshops at which the plan was developed were also attended by officials and researchers from Namibia, Angola, Argentina and Uruguay, whose countries are also involved in marine research in the region, in some cases in collaboration with either South Africa or Brazil or both. South Africa and Brazil hope that in due course the plan may strengthen regional cooperation across all these countries in a mutual effort to maximize our knowledge of these oceans in order that they serve to strengthen regional development and international relations in the South Atlantic."
