Vulnerable Groups Indicator Report, 2015
"The “Vulnerable Groups Indicator Report: 2015” is aimed at providing relevant socio-economic information for planning and monitoring purposes for each of the five groups covered. It is envisaged that the data presented in this report will be useful in providing government, researchers, other sector key stakeholders and the general public as a whole with information needed to inform policy, research and debate.
There are a number of interventions that seek to address challenges faced by various sub-groups of the population and such processes not only require information for planning purposes, but also information on key indicators that can be used for monitoring. Vulnerable Groups1 within the context of this report is defined as a population sub-groups that experience a higher risk of poverty and social exclusion than the general population. These sectors typically require special attention at all levels with relation to policy, planning, resource allocation and implementation. This report focusses on five vulnerable groups and they are defined as follows: o Children – those aged 17 years and below; o The youth – people aged between 15-34 years; o Women – the female population; o Older persons – people aged 60 years and above; and o Persons with disabilities – those experiencing various levels of difficulties in functional domains such as seeing, hearing, walking, remembering and concentrating, self-care, communicating and social interaction."
